Is it true that only teachers of reading and math are rewarded for student achievement? Is this fair to teachers of other subjects?

All teachers are paid a performance bonus calculated as 50% based on their evaluation, 25% on NWEA and 25% on CSAP.  If a teacher does not specifically teach reading, writing or math, they receive the NWEA portion of their bonus based on the average score of the building.
