Systemic School Reform: The Teacher Advancement Program

    Four years ago, when the first five schools in our district began the implementation of the Teacher Advancement Program, we adopted a huge reform effort taking place in the public education system. The effort includes a complete restructuring of staff development and support for classroom teachers, along with the implementation of a performance-based compensation system. We are the only school district in the nation to have eliminated the lock-step salary schedule, where teachers are paid a set amount each year based primarily on seniority. It was not easy then and it remains a challenge now to embark upon such a bold reform effort, however, it is necessary in order to improve the achievement of each and every child in our schools. The program is comprised of four key elements: Multiple Career Paths, Ongoing, Applied Professional Growth, Instructionally-Focused Accountability, and Performance-Based Compensation.
