A consequence of TAP is less programs for students because TAP takes FTE away. It also increases class size. If we want to increase student achievement, we need to decrease our large class size.
Can we use grant money to give that FTE back to the schools?
Grant dollars are being used to provide additional training and financial incentives to existing teachers, not for FTE to increase the number of teachers in our schools. National research shows that the most important factor effecting student achievement is the quality of the teacher, not class size (see response to question #14). Having a highly qualified and well trained teacher in each classroom will have the greatest positive impact over time. Depending on how the Principal appropriates his/ her staffing allocation, certain class sizes may increase slightly. Even with this slight increase in class size, our elementary schools rank within the lowest 30 percent of schools in the state relative to pupil/teacher ratios. So, we have the best of both worlds, well-trained teachers and low class sizes.
